About Judge Lewis

Hugh Banks Lewis has been a District Court Judge in the 26th Judicial District since January 2001. Hugh was appointed to the bench in 1994, serving as a Civil Magistrate in the 26th Judicial District from 1994 to 2000, in Small Claims and Involuntary Judicial Hospitalization courts. He was previously in private practice.

Hugh helped create Mecklenburg County’s experimental Plea Court.  The Plea Court handles over 700 cases a day.  By accepting pleas and assigning trial dates in traffic and misdemeanor matters, this court relieves pressure on the three trial courts and allows for quicker resolution of cases in a fair and just manner, with the least expense to taxpayers.

Hugh also operated several of the drug courts in Mecklenburg County that help addicts get off drugs, end their cycle of criminal activity and become useful members of our community. “The belief that I can still make the world a better place has stuck with me,” Lewis says. “To have somebody come back to me and say, ‘You were the one who sent me to detox; now I am straight, have a job, and a life.’ There’s no feeling like it.”

The law is actually a second career for Hugh. An expert photographer, he ran a commercial photographic studio with his wife Barbara for several years before going to law school.
